Staff Union Contract Negotiation Updates

The collective bargaining agreement between Service Employees International Union (SEIU) Local 1021 expired on June 30, 2025. Collective bargaining negotiations with SEIU and the College began in August 2025.

Update: September 22, 2025

On Thursday, September 18, the College and CCA staff union met for our 4th contract negotiation session.

The college is currently working on responses to the following articles:

  • Policy Concerning Immigration Enforcement: Defines a policy related to immigration enforcement on campus
  • Article 17 - Hours of Work: Defining the hours of work within the workday, overtime, and higher classification pay
  • Article 30 - Work Stipends: Defining the work stipend and cell phone stipend

The college is awaiting responses from the Union on the following articles:

  • Article 14 - Employment Policies: Updates EEO and harassment policies to be current with CCA policy and state and federal law
  • Article 15 - Position Posting and Filling of Vacancies: Outlines the timelines for posting and filling vacancies and addresses internal candidates
  • Article 16 - Health and Safety: Outlines health and safety measures
  • Housekeeping: Contract revisions to address typos, outdated information, etc.

The teams have reached tentative agreements on the articles below:

  • Article 32 - Grievance and Arbitration: Defines a process by which grievances can be addressed

The bargaining teams are working on scheduling dates in October. We will continue to keep you updated regarding the status of negotiations.

Update: September 2, 2025

On Friday, August 29, the College and CCA staff union met for contract negotiations.

  • The College countered the following proposals:
    • Policy Concerning Immigration Enforcement: since the College already has a policy in place regarding immigration enforcement action, the College’s position is to reference that policy in the CBA
    • Article 15 Position Posting and Filling of Vacancies: The College countered to maintain the current timeline in the CBA and to allow candidates who meet the minimum qualifications for a role who are not selected for positions an opportunity to meet with the hiring manager
    • Article 16 Health and Safety: The College countered to share the training and resources currently provided to relevant jobs
  • The College proposed the following proposals:
    • Housekeeping: updates to remove expired provisions, typos, references to the Oakland campus and other office locations
    • Article 32 Grievance and Arbitration Procedure: The list of arbitrators in the current CBA is outdated, so the College proposed using a Federal Mediation and Conciliation Service (FCMS) panel to identify an agreed-upon arbitrator

The bargaining teams will meet again on September 18. We will continue to keep you updated regarding the status of negotiations.

Update: August 11, 2025

Negotiations for the collective bargaining agreement between the College and the CCA Staff Union (SEIU 1021) kicked off last week on Tuesday, August 5. We had two bargaining sessions:

  • On Tuesday, the College proposed a set of ground rules that will guide the process between the College and Union until the parties reach overall agreement on a new CBA. By our Thursday session, the parties agreed on a final set of ground rules.
  • The Union shared four new proposals to the College on Tuesday regarding immigration policy, strikes to defend democracy and higher education, discrimination for union activity, and freedom of political expression. The College is currently reviewing the proposals.
  • On Thursday, the Union shared two proposals for Articles 15 (Posting and Filling of Vacancies) and 16 (Health and Safety). The College is currently reviewing the proposals.

The bargaining teams will meet again the week of August 25. We will continue to keep you updated regarding the status of negotiations.
